I only skimmed the document, but based on the indictment, your advice appears flawed to me. If the USA can prove their case, then he is not merely a security researcher. Better advice would be don't use your knowledge for criminal activity.

The background is: Malwaretech is the one who stopped wannacry by registering the domain it checked to see whether it should abort.

If the USA could prove their case, they could have filed a request to UK to arrest him. They did not, which should be a big red flag.

For the record, his "discovery" is over-rated. I expect others would have "discovered" this soon enough. He was just first.
