     The best estimate 2 years ago was "throw a die. If you get a 1, we can only try to limit the damage, on a 2-6 we can still stop this".

     we still had lots more chances since then. Even by 2010 we still could have stopped it. Now we’re closing in on having a technical problem.

     Maybe, but there was never more public will, motivated by deprivation pressure, than there was during the energy crisis. Since then, it's been mostly lip service.
